Flock Camera Policy

Winding Way Murphy Way Policy regarding use of Flock cameras v1.0

Date of original version 1.0:  7/26/2026

Description of cameras:

The cameras employ automated license plate reading (ALPR) systems made by Flock Safety (flocksafety.com) and the service is paid for by annual dues collected from residents of Winding Way West/Murphy Way/Winding Way East for voluntary membership in the Winding Way-Murphy Way HLA (Home and Landowners Association).

Location of cameras:

A single Flock camera is located on a pole placed near the intersection with Pacific Coast Highway of Winding Way West and Winding Way (East), for a total of two cameras.

Data captured by cameras:

Each camera records a still photograph of the rear of each car and its license plate entering the street with a time and date noted.  There are no photographs of pedestrians or car drivers captured. There is no video captured.

Data is stored in the cloud account for Winding Way-Murphy Way for 30 days then automatically deleted.

The specific data captured includes:

                          -Rear license plate image

                          -Rear of vehicle image

                          -Vehicle characteristics (ie color, make)

                          -License plate number

                          -License plate state

                          -Date

                          -Time

                          -Camera location

Purpose of cameras:

The cameras were placed to deter crimes on these two roads, and to identify the responsible party in the event of property destruction or other illegal activity on the two roads.

Access/training for recorded camera photographs:

The photographs captured are only reviewed in the event of a crime occurring on either street. For example, tampering with a resident’s mailbox or destruction of resident property.  There is no ongoing review of the photographs by residents.

Password protected access is available only to two HLA officers.  When officers change due to scheduled elections, the password is provided by the former HLA officers to the new HLA officers who are required to change the password so the former HLA officers no longer have access. The former officers will verify after the election that they no longer have access.

If residents observe illegal activity, they contact the HLA officers to access the photos during the dates and times of the activity, and the HLA officers review only that relevant time period and provide them to the resident to share with the sheriff as applicable.

New HLA Officers are trained by the former HLA officers on how to use the Flock system.

Data sharing

Data recorded is only shared with a specific resident(s) that are victims of illegal activity and the sheriff (if applicable) only in case of specific illegal activity.

Data is not accessible to Flock.
